Fong Ying Yi

Ying Yi is the Director of Healthier SG Implementation (HSI) Office at MOHT, where she leads the next phase of HSI from July 2025 with the support of MOH. The HSI Office will continue to play a critical role in growing the Healthier SG programme, overseeing and managing the intersections between policy, operations, information technology and public communications.

Ying Yi is concurrently the Director of the Organisational Development Office in MOH, which is responsible for driving the organisational health and effectiveness of the Ministry. Her office supports Senior Management in ensuring that MOH’s culture, structures, processes and leadership practices continue to be aligned with its strategic goals.

Prior to joining MOHT, Ying Yi was with the Population Health Division in MOH, setting out plans to improve population health and guide the development of the health ecosystem’s priorities and cross-cutting enablers. This included the development and implementation of Grow Well SG, a multi-ministry health promotion strategy to enhance preventive care and inculcate healthier lifestyles in children and adolescents. Ying Yi started her career in the public service as a librarian with the National Library Board (NLB), helming various portfolios including in both adult and children’s services, operations, and strategic planning.
